Physicians at Wednesday's press conference explained that new state of the art equipment recently brought online at the hospital is helping doctors tell the difference between PTSD and traumatic brain injuries.

"The one thing we can agree on is that we need to honor our veterans in a better way," said Kotowski.

Kotowski said the Pentagon identified 40,000 veterans who have sought treatment for PTSD. He explained that some groups estimate the true number of veterans suffering the condition is closer to 300,000.

Kotowski said through technology PTSD can be detected physically and not just through psychological examination."

Kotowski: Property Taxes a Top Concern Among Residents

"State Sen. Dan Kotowski (D-33) planned a town hall meeting at Park Ridge City Hall last night (Tuesday, June 24) regarding property taxes.

"The purpose is to talk about how we can best contain property taxes in our area," Kotowski said Tuesday afternoon before the meeting. "A focus is on the 7% cap on property tax assessments."

Kotowski was the co-sponsor of a bill last year that put that cap on assessments. The current bill runs for three years. "We want to extend that permanently," he said.

He would also like to increase the homestead exemption from $33,000 to $60,000. "We need to figure out ways to put money back in people's pocketbooks," he said.

Kotowski said he has talked to thousands of voters in the 33rd district. "It (property tax) is one of the top concerns that people have." He hoped the town hall meeting would give residents awareness of the assessment cap and the homestead exemption as well as other tax relief measures for seniors and veterans. "The Wheeling Township and Palatine Township Democratic organizations paid tribute to the late Patrick Botterman as they honored two Palatine residents Sunday for forming a grassroots organization to support Barack Obama for president.

Chet Farley and Kelly Friskics are the first recipients of the Patrick S. Botterman Leadership Award, which was created in memory of Botterman, who served as Wheeling Township Democratic committeeman for 13 years.

Botterman of Arlington Heights, who was 44 when he died from a heart attack in March, had worked on numerous political campaigns, including those of U.S. Rep. Melissa Bean, D-8th; Cook County Circuit Court Clerk Dorothy Brown and state Sen. Dan Kotowski, D-33rd. He also served on the Harper College Board of Trustees and mentored scores of young people interested in political and community causes.

The award is given to people who work for social change. That spirit is exemplified by Farley and Friskics, township Democratic officials said. The pair formed the Northwest Suburbs of Chicago for Obama in February 2007 and have traveled to various states to work on the Democratic presidential primaries there.

Kotowski presented the Botterman Leadership Award to Farley and Friskics during a ceremony at the Wheeling Park District's Chevy Chase Country Club."

On Mother’s Day, I will be -- like all the families in our community -- honoring my Mom for her loving commitment to her husband and children. And my young boys will be showing their appreciation for their mother: my wonderful wife, Anne.

I may be an elected official, but I know that the real values of our community lie not in the laws that we pass, but in the hearts of our families.

On May 11th, however, many moms in our communities will be experiencing the day with a mixture of love, anxiety and concern. That is because their son or daughters are honorably serving our nation in the military overseas.

I would ask everyone in our extended community to reach out to our military moms and give them the support and thanks that they so richly deserve.

Our nation owes much to their children in uniform and to their mothers, our neighbors, for their personal sacrifices.

Harper 4-year plan rejected

Dan Kotowski, a Park Ridge Democrat pushing a test run of the four-year degree programs, said suburban students with full-time jobs in the area have a difficult time affording traditional four-year colleges. This proposal would have especially helped local police officers obtain bachelor's degrees required for most departments, he said.

"As lawmakers we should be encouraging and supporting programs to break down barriers to higher education, and give the people as many options as possible to take a bachelor's degree to improve their lives," Kotowski said.

No state funding or money from local property taxes would have been used to finance the bachelor's degree programs, supporters said. Costs would have been paid by private donations and each bachelor student's individual tuition, set at average public university rates."

New Democratic leader has big plans

"Arlington Heights resident Kathleen Sances is the new Wheeling Township Democratic committeeman.

Sances has volunteered in campaigns during previous election years, but she will now lead the Wheeling Township Democratic Party's attempt to develop and promote candidates for local office, register voters and coordinate campaigns.

Sances is eyeing five legislative seats this year. It's a tough task given only one seat is currently held by an incumbent Democratic, state Sen. Dan Kotowski's 33rd District seat. Sances is also working on behalf of challengers Peter Gutzmer for state senator in the 27th District, Mark Walker for state representative in the 66th District, Carol Javens for state representative in the 53rd District and Dan Seals for U.S. representative in the 10th District.

"Our chances in 2008 are better than they've ever been," said Sances, who was installed into her new position April 9. "All the way down.

"Gutzmer and Seals ran in the last election and were very close," Sances continued, "so we're hopeful."

The Cook County Democratic Party selected Sances to replace Patrick Botterman, who died of a heart attack last month at age 44.

"He was a very close friend of mine," she said. "They're very big shoes to fill, and I'm honored to have the opportunity to follow the path he was taking."

In memory of Botterman, Sances said, the Wheeling Township Democrats will honor an individual each year who shows the same fearless determination to fight for social change.

The Patrick S. Botterman Leadership Award will be given to an individual who volunteers within Wheeling Township at 11:30 a.m. May 18 at Chevy Chase Country Club, 1000 N. Milwaukee Ave., Wheeling.

Goal of new law is to prevent violence

"After reading a recent Daily Herald editorial opinion, I realized that there is still some misunderstanding regarding Senate Bill 940.The Herald has admitted that (in part) the premise of its argument was based in error, as the bill became state law in early fall of last year. It has been very diligent in correcting this error, and I appreciate the opportunity to share these facts with you about a law editorialized favorably by another major Chicago-area newspaper.

I think a discussion about the aftermath of the Northern Illinois University shooting is definitely in order, and will serve to be very productive for future health and safety measures.

The bill that I sponsored last year was not a knee-jerk reaction to the recent school shooting, but instead was a well-thought-out, bipartisan policy, which passed after the tragedy at Virginia Tech. After working with both sides of the aisle, Illinois Attorney General Lisa Madigan, law enforcement officials, and those in the mental health field, we strengthened current law to streamline and ensure timely reporting of those who could be a danger to themselves and others.

SB 940, which takes effect June 1, requires that all Illinois inpatient and outpatient mental health facilities report to law enforcement on a weekly basis about individuals who pose a real and immediate threat to themselves and people around them. This requirement will give our State Police another violence prevention tool by stopping potentially dangerous people from securing an Illinois Firearm Owner's Identification (FOID) card and buying guns.

There are several ways to streamline communication between law enforcement and mental health agencies, but we took a very meticulous approach to protect the rights of individuals while offering an additional way to reduce the number of gun deaths and injuries.

We needlessly lost six lives at Northern Illinois University, and the tragedy of this event and others across our country have shaken us all to the very core. I will remain vigilant in preventing gun violence, and I will continue to do whatever it takes to protect the safety of all our families.
